Is it possible to export a panel to import it into another project?
I was using Notepad +, but it's not very practical.

I believe you can copy, then open your new session and paste.
Or try the new fragments option?

I have a project with a lot of panels and I want to add a panel from another file?
It does work with copy paste, but not if you reboot the server between copy and paste, you can even open a second client window (either with a browser or from the launcher's menu) and copy-paste between the two. Fragments are a bit different, the feature is documented here.

I want to make small vst editors separately and load the ones I need into my projects.
